I had the impression that the guy working at the Avis counter was very sneaky as he said the system was down and he could not refund me the security deposit. I insisted I would wait for the system to come back up regardless how humid and uncomfortable the wait would be so that the security deposit refund request is properly processed. Then, miracle happened and he could process the security deposit refund when he returned to his work area in the back end of the small Avis booth.
